Try asking local tattoo shops if they know of anywhere, or if they do it in their own shop.
Yes, I know there are many in thrift stores if you search real hard!

Good luck, if that doesn't work, just search hard! There are like tons of stores that do that kind of stuff, especially in downtown Toronto. So search around. :)
