Is bad permanent make-up consider malpractice?
Nope. You have to prove deliberate wrong-doing or working outside the scope of normal procedures. Just because something didn't look right when done doesn't mean it was malpractice. If the procedure was performed in a way that is not normally taught then you may have a case.
