permanent makeup is basically tattooing yourself.
i think it's possible to do eyebrows, eyeliner, and lipliner.
my mom has had all three done. eyebrows look all right (i prefer natural brows) and eyeliner look great, but lips... not so much... it limits what shades you can use, and in the end, you'll probably get tired of it.
you can't do it by yourself, so your best bet is to go to a salon and inquire. try searching yelp for one close to you.
