Korea town is a good place to start, but also check local cosmotology schools. The students are good at makeup and the really talented ones study for movies,commercials, etc.

Shouldn't be a problem as LA has KTown and Little Tokyo. Maybe you should get on TheKnot.com message board for Los Angeles and ask there. I know there have been a lot of Korean and Japanese brides on it.
